
His Excellency Chum Sonry, Secretary of State and Spokesperson of the Ministry of Foreign Affairs and International Cooperation, has completely rejected the baseless accusations made by the Thai side against Cambodia that the Cambodian army attacked civilians and even attacked a hospital. The rejection statement by the spokesperson of the Ministry of Foreign Affairs of Cambodia was made during a press conference on the current situation of the Thai side’s invasion of Cambodian sovereign territory at the Council of Ministers on the morning of July 27, 2025.
His Excellency Chum Sonry said that yesterday, July 26, 2025, Thai media reported that the Thai Ministry of Foreign Affairs was preparing to file a complaint with the International Committee of the Red Cross and the International Criminal Court, accusing Cambodia of violating international humanitarian law, especially the baseless accusation that Cambodia had attacked civilians and hospitals. His Excellency the spokesperson said that in relation to this accusation, the Ministry of Foreign Affairs and International Cooperation would like to categorically reject the baseless accusations of the Thai Ministry of Foreign Affairs as mentioned above.
The spokesperson of the Ministry of Foreign Affairs of Cambodia emphasized that the Thai side’s claim that Cambodian forces launched indiscriminate attacks on civilians and public places is a deliberate distortion of the truth by the Thai side. Regarding the accusation that Cambodia targeted civilians, the spokesperson further emphasized that Cambodia has indeed firmly adhered to the principle of avoiding targeting civilians in accordance with its obligations under the Geneva Conventions and international humanitarian law. Regarding Thailand’s hypocritical accusations regarding the landmine issue, the spokesperson of the Ministry of Foreign Affairs also stated that Cambodia remains a State Party with high commitment to the Ottawa Convention and has always actively cooperated with international mine action organizations, which have received praise and recognition from the international community, especially the United Nations.
